I don't make fun of people because they have down syndrome. As a matter of fact i help out special ed kids, in which many of them have down syndrome. I would never make fun of people with disabillities such as down syndrome, I thought it was clear that I found Ernie's reasoning to be funny because of how absurd the remark was.
