It's actually 100% up to him. Well, aside from founder being able to overrule anything, but then there's no point of having a leader to make the decisions.

Well thanks for the promotion I appreciate it. Though based on what has been said it looks like it is not a final decision because apparently it seems as though Whatif has to make the decision.
